The Institute for Good Governance is a not-for-profit organization dedicated to facilitating the development of inclusive, participatory policies that improve governance outcomes for the benefit of the people of Pakistan.
We believe that effective governance is the foundation of a nation's well-being. True and lasting policy cannot be dictated from the top down; it must be consultative, collaborative, and responsive—built from the ground up, together.
To achieve this, we provide an independent, non-partisan digital commons. This is a space where every participant—citizens, stakeholders, experts, members of civil society from all backgrounds, and institutions, whether at home or abroad—can contribute their knowledge and innovation. Our platform is designed to shape policies that advance effective governance, improve quality of life, reinforce democratic, legislative, and judicial processes, foster climate-resilient development, and protect our national security and heritage.

Our work is guided by a steadfast commitment to transparency, accountability, integrity, equity, efficacy, and efficiency. We are anchored by the supremacy of the Constitution and the rule of law, a deep respect for human rights, and a dedication to consensus-oriented, inclusive participation. Our overarching objective remains clear: to enhance public welfare and achieve the enduring goals of sustainable development for Pakistan.
Our mission is to advance good governance as a shared responsibility of the state and all sections of society by promoting transparency and accountability, encouraging informed and inclusive citizen participation, supporting evidence-based dialogue, and facilitating the formulation of practical, results-oriented public policies.
Our vision is to help build a culture of good governance by providing a trusted national platform where ideas are rigorously debated, refined through collaboration, and translated into meaningful policy action.
The Institute may also perform the following functions:
Arrange training programs, workshops, symposia, seminars, conferences and other activities and prepare case studies for public officials, business leaders and civil society organizations in order to build institutional and individual capacity and enhance understanding of good governance principles and effective, participatory decision-making.
Provide advice, expertise, know-how, information, advocacy, and technical, legal and administrative services and act as consultants to governmental and non-governmental organizations and public and private sector institutions, civil society organizations and individuals on all governance-related issues, policy design, and the implementation of governance reforms, on payment of fees or otherwise, as it may deem appropriate.
Promote and conduct research and studies on governance structures, policy reforms, and governance-related issues, in Pakistan and other countries, and publish comprehensive reports in respect thereof.
Collaborate and enter into partnership with international, regional and local organizations, government agencies, public and private sector bodies, professional and business associations, non-governmental and civil society organizations, think-tanks, research institutes, academic institutions, scientists, scholars, social activists, community leaders and other individuals, subject to prior approval of competent authorities where required by law, for their participation in the proceedings and activities of the Institute, promotion of good governance and furtherance of the objects of the Institute.
To increase awareness and knowledge and engage the public on issues related to good governance, including transparency, accountability, and efficiency in public services, through media campaigns, publications, social media, public forums and other activities.
Publish journals, papers, reports, and other articles relating to good governance with a view to promoting best practices, supporting policy reforms, and strengthening institutions.
Encourage the adoption of information and communication technology (ICT), digital technology and modern, scientific and emerging technologies and methodologies, including Artificial Intelligence and blockchain, to improve government services and enhance transparency.
Strongly advocate and campaign, in all its activities, for the adoption by both governmental and private institutions, of ethical principles and standards in governance so as to earn public trust, and for this purpose to set an example by prescribing a Code of Ethics for its Members and Associates.
Undertake income-generating activities for furtherance of the objects of the Society and for this purpose to enter into joint ventures, collaboration, cooperation or agreements with public or private sector organizations or individuals.
Zahid Hamid is a former Member of the National Assembly of Pakistan and as Federal Minister has held the portfolios of Law and Justice; Climate Change; Science and Technology; Privatization and Investment; and Human Rights. He is an Advocate of the Supreme Court of Pakistan, with special interest in constitutional, commercial and environmental law.
