HOW TO PARTICIPATE

How will you participate in preparation of
Policy Papers for Good Governance?

Selection of thematic area and specific topic

Based on inputs from you and other Members and Associates, advice and opinions of experts as well as needs high-lighted by pressing current issues, the Board shall select, from time to time, a thematic area, along with a specific topic within that thematic area, which requires urgent policy review/ governance reforms.

Working Group

  • For each such thematic area/topic, the Board shall constitute a Working Group comprising Members and Associates, particularly those who have submitted Proposals for Good Governance in that thematic area, experts and stake-holders relating to that thematic area/topic; appoint a Convenor of the Working Group; depute one or more officials of the Institute to provide necessary secretarial and administrative support to the Working Group; and specify Terms of Reference and time period in accordance with which the Working Group is to prepare a Policy Paper for Good Governance in respect of the topic;
  • While constituting the Working Group, the Board shall endeavour to make it as broad-based and inclusive as possible, by including Women and Youth Members/ Associates; it may also invite, where it considers appropriate, representatives of the concerned Federal or Provincial Governments or Government Agencies to participate in the proceedings of the Working Group;
  • The Convenor shall hold online meetings of the Working Group to discuss the Proposals for Good Governance in detail as well as other papers of experts and research studies regarding the topic and for this purpose may request the Board to invite to meetings of the Working Group any other Member, institution or person, including any official or government representative, from whose input or contribution the Working Group can benefit.

Policy Paper for Good Governance

  • The Convenor shall prepare a Draft Policy Paper with consensus if possible, failing which by majority vote, within the time frame indicated and forward it to the Board;
  • The Board shall review the Draft Policy Paper and, if it is found to be in accordance with the Terms of Reference, shall publish it online for comments by other Members or any other person within a specified time period;
  • Comments on the Draft Policy Paper will be forwarded to the Convenor of the Working Group who will discuss them in one or more meetings of the Group and prepare a final Policy Paper for Good Governance.
  • After approval of the Board, the final Policy Paper for Good Governance shall be published online as a publication of the Institute, with due acknowledgement of the Working Group and other major contributors. The Institute will also acknowledge participation and/or contribution of individual members of the Working Group through special Certificates.
  • The Board may submit important Policy Papers along with the Annual Report for information in the Annual General Meeting. It may also, where it considers appropriate, submit important Policy Papers to the concerned government, the Speaker, National Assembly of Pakistan and the Chairman, Senate of Pakistan.
